David's original statement is non-sense. Of course it does. However, 
Find won't search (or isn't supposed to search) directories for which 
the user has insufficient privileges. To test this, search in 
"Everywhere" for "file name contains 'library'". If you have privileges 
to the System directory (admin), you'll find plenty of items located 
therein.
