It varies from ISP to ISP. Typically though you have to authenticate to send mail through your ISP's server, when not on their network. Since you have earthlink in your e-mail address, I googled "earthlink authenticated smtp" (smtp stands for simple mail transfer protocol and is the program at your ISP that handles sending mail).
