I don't set the rules around here, but most e-mail discussion lists do 
not accept attachments.

File is owned by root (system). You can (1) set the volume to ignore 
permissions (see a previous post), or (2) change the ownership in 
various ways, e.g. Finder, Terminal (using chown), etc. An admin 
password will be required.
