I just updated Safari to 1.3.2 last night, and your vanguard site 
opened fine.  I played with a couple of their pages.

A stab in the dark.  I am using OS X 10.3.9 Panther and I also updated 
to QuickTime 7.0.4 and Security Update 2006-002, and I installed 
Flip4Mac 2.0.2.  I doubt that QT and F4M have anything to do with 
opening the web site, but I'd check the OS and Security Update status.
