MacGPG <http://macgpg.sourceforge.net/> does all of that well & is 
plays well with PGP. The biggest difference is that you use a few small 
apps for different aspects of it, including a plug-in for using with 
Mail.app, rather than one app for all as PGP does ... oh, & it's free 
:) All the apps are downloadable from the MacGPG page or have their 
download pages linked there.

Ummm ... no ... the ,sig file is a signature as an attached file *not* 
a public key. And PGP doesn't include a copy of the public key with 
every message. MacGPG doesn't sign in an attachment but rather by 
appending the signature text to the message as in this message.
