[X-Unix] deactivate finder and dock

hello,

my colleague is programming an app, that should configure several  
settings of a newly created user on a mac os x 10.4 workstation  
(during his first log-in).

during installation we would like to deactivate the finder and the  
dock, so that the colleagues can't do anything.

it is easy to kill the finder, but how can we  permanently deactivate  
the dock? if we kill it, it starts again several seconds afterwards.

my colleague use xcode 2.1 under mac os x 10.4.3.
