[X-Unix] routing

Howdy,

I've recently moved to Samoa as a peace corps volunteer to teach. I've run into
what I belive is a routing issue. I'm getting internet access from the
university where I'm working, and I'd like to connect to a computer in my
research group from grad school. When I try to traceroute there it gets hung up
at the ipaddress below:

It isn't just the computer from my research group. I'm having random issues
with other places too like pbs.org.

I'm using the ipaddresses because I cannot resolve their nameservers ;). I can
however ssh to another computer on the net and access them just
fine.

So can anyone tell me how to fix this routing problem on my end?
