[X-Unix] Strange USB behavior

I just happened to encounter this so I don't have a clue as to WHEN it 
started...

It seems that the "hot swap" feature of USB is not working under 10.3.8.

That is to say -- plug in a new USB device into a powered hub, and it 
doesn't show up either to the system or to the ASP.

Rebooting evidently forces the USB to be rescanned and the device 
recognized.

The hubs are the same ones I've been using since 10.1. [Both are 
powered.]

The devices I've encountered this with are my ancient Keyspan adapter, 
Epson CX6600 (a recent replacement for my older 5200 that died) and my 
new Moto V551 phone.

The question is -- is this a new "feature" in 10.3.8 ? or is it 
something that has been around a while that I just encountered.
