[X-Unix] Limiting thru put

I don't think dummeynet is implemented in 10.3 or earlier. I'm only 
basing that on a review of Tiger that stated dummeynet was finally 
implemented. Although, sometimes this means it was always there and 
available, but Apple didn't put a graphical interface on it.
