[X-Unix] Need ACL to set all files in certain folder to executable

Short version: I've been told that I can use ACLs to make it automatic
that any file in ~/bin/ is set to chmod 755 (or 750 etc); however,
after looking around for an answer I haven't been able to find how to
do it, and the webpages I've found read like Klingon.

and involves putting my ~/bin/ on Dropbox and thereby syncing it
across several machines.
