Apple's developer tools are not that hard to install and I'm sure 
they are there.  Some things, like cp, are modified to handle named 
forks and other goodies in HFS+.

If disk space is a problem a bunch of the X-code stuff can be tossed. 
/Developer/Tools or something like that is where the things you seem 
to need will be.
