Rob,
Thanks for confirming that I'm not crazy :^) 
What I found really interesting is that there is 
no problem with trying to do the rotate under 
Photoshop 7, so this is a bug introduced in 
Photoshop CS.  I guess I really should try to 
figure out how to submit a bug report with Adobe.
