I've run NAV 7.0.2 for allmost a year with Tiger and it's betas on a G4,450
MP, without any problems. I can't say anything for the later versions.
revDAVE, if the problem doesn't go away after repairing disk and
permissions or with a new admin user, then I suggest reinstalling the
10.4.1 update.
