If anything, the 10.3.6-10.3.8 updates have improved internet performance. It would help if you would provide your computer, connection type, ISP's advertised download rate, and some sample connection speed test results from someplace like <http://bandwidthplace.com/speedtest/>. I'm running a G4, 450 MP, w/10.3.8, on cable, and just tested there at 3.1 Mbits/sec (387.5 Mbytes/sec). Also, check the comparision stats on the right-hand side; e.g., average California cable is 1.62 Mbits/sec.
