[X4U] Setting up multiple users

I'm trying to set up an iMac to be used by 15 people to check e-mail 
and surf the web.  They will have restrictions on what applications 
they can use.  Is there an easy way to set up one user the way I 
want, and then use that user as a template for the rest?  Like 
copying the entire user to another user?

I know I will have to go in and set up e-mail prefs separately, but 
I'm hoping to avoid setting restrictions separately for each one.
