Backups, clones (bootable backups), and images only take up the used space, not the empty space. In your case, you can back up to a 10 GB partition. As for backup software, you can use Disk Utiltiy (to create a restorable image that'll restore a backup volume, but the created image isn't bootable), Carbon Copy Cloner (free and makes clones), or SuperDuper!
