In most cases, download is faster than upload. In specific settings (e.g., SDSL) they can be equal. I don't know of any in which d/l is by default slower than u/l. In Roy's particular case, he uses ADSL -- in which d/l is always faster than u/l. That's why it's called asymmetric. <0x0192>
