i suggest you submit this as a bug with apple. deleting the last admin account 
should not be possible.

we don't use user lists in login windows...we always make the user enter 
username/password. at the very least, would allow you to just reset root 
password in single user mode without needing to perform netinfo command line 
acrobatics. ;)
