There was no need for such a comprehensive criticism of Mr Licata's error in public - if Mr Steinke's intention were to be helpful, as you suggest, he could have easily messaged Mr Licata privately to explain. I read Mr Steinke's closing question on "the reason(s) that our educational system is not teaching students how to use our language properly" as quite patronising, as if to suggest that Mr Licata was some ignorant native-speaker who had "rode the short bus" into school.
