In a one-word answer.....YES.... to the first part of your question.  
Your G4 has an older model reader and is unable to recognize DVD-RW.

You could upgrade to a newer DVD-RW drive for the G4 by searching the  
web for Mac compatible DVD-RW models like the Pioneer DVR-111 in the  
price range of $35-45. This model gives you the chance to write to  
double layer DVD media if you need.
