Just uncheck the boxes, and you should be good to go.
I do believe I'd already confirmed it for you in Panther, twice in
fact, though you seemingly may've missed this part:

I was referencing; Mail version 1.3.11 (v622/624) in X.3.9, although
it never dawned on me that Apple would dumb down(securitywise user
choice) it's own Tiger Mail.app in such a fashion(M$/Windoz?).

And not to rip the thread, but Randy has indeed confirmed that Mail
was for some unknown reason dumbed down in Tiger, why in heck would
they in Cupertino choose to make such an unbelievable(quite akin to
M$/Windoz/Redmond like) move??, perhaps to appease the switchers?,
and what other things were changed between Panther & Tiger in Mail
specific that we hangers back should be aware of before upgrading??
