YouTube uses Flash video.  Does Flash video fail to play
only on YouTube, or does it fail to play on other sites too?
Try setting up a new account and see if YouTube videos play.
If they play, it's something in your user account (plugins,
caches, preference files, etc.).  If they do not play, it's
something global.
