Yes, that's what it means. It means that they write you, they get an email
back that they have to "verify" that they're a real person, before their
email is released to you.
Those tick me off so bad that I refuse to verify my identity. If you write
to me and you don't add me to your list, do NOT expect me to waste my time
doing it for you. That's the last you'll hear from me.
