Well now, since you've cross posted, you have a frame of reference as 
to the response of each list. As as list member, you are also able to

Yes, each question should be placed on the list that is most 
appropriate for that specific question.

Every list has some sort of specialization or specificity but it 
certainly will be that many lists are essentially similar to other 
lists. I belong to several 'general' lists as well as some that are 
very specific. Just pick the one that you feel is most appropriate to 
the question at hand and then wait a reasonable amount of time for a 
response. If it is an active list, and it was an appropriate list, 
you will get a response. If you don't get a response, thinking 
through the value of that specific list would be warranted.
