Not without jailbreaking it.  There are reports that Apple and AT&T will
require signing a contract in order to purchase... But no one is really sure
how that will work in Apple Stores.

Well, remove the phone, camera and GPS features, they are basically
identical... Both do email, web browsing... and all the iPod functions.
Though you can only use the Touch on a WiFi connection, since 3G is a
cellular service.  Plus, Touch users do not get the iPhone software updates
for free, they have to buy those from the iTunes Store.
