I think one can order photos graphically in iPhoto. I also think that iPhoto can be persuaded to give up an ordered list of filenames. Well. . . ApleScript ought to be able to extract that somehow. 

Given that textual data it would be fairly easy to create a shell or perl script that would rename the files by adding 000_, 001_, 002_ etc. to the file names.
