What do you mean by being a 'hack'?

Being out of Europe is not a problem. Remember that the only reason 
PGP could really get going is because it used code from Europe that 
wasn't restricted by the US 'munitions' rule. For security you need 
something that is buildable from source so you can be sure there are 
no back doors. That may be why you regard it as a hack. I wouldn't 
trust anything bought as a package, although the link into the mailer 
could be.
