[X4U] External HD: 750 gig to 699 when formatted. Why???

The 750 GB is unformatted . . .and is probably measured using 1000 MB  
per GB instead of the actual 1024 MB per GB.

700 formatted is about right for a "750 GB" drive.

The extra space isn't really lost . . . it was just never there in the  
first place:-)
