[X4U] What software will create HTML forms?

Thanks but FormLoom is what I do use until I find 
that it does not offer the ability to place items 
where I want them on the form. It is very basic 
and just punches then down one after the other. 
I'd like the objects to be able to be placed 
where on the form would be best esthetically and 
logically.
