You could relocate the /Applications folder to the second internal SSD; but it would require the use (in order to make it transparent and seamless to the OS) using terminal to create hard links in /Applications that pointed to the actual application on the second SSD. I don't think aliases will work quite correctly for this.

Given the size of the OS and applications; I would not think that the first SSD would have any space issue at all and would just leave OS and apps on the first SSD. 

Is the machine to be used as a server or a desktop for a user. Depending on the answer I would recommend a different allocation of the drives you have as well as specific applications to be used to backup data, OS, and Applications.

Please post more details about the usage and you'll get better recommendations.
