Paul, open your Mail app "viewer window" with the "drawer" extended to 
the side you want it to be on. Then click the green "minimize" button 
on the top left of the window (next to the red and yellow "dot" 
buttons).

One of 2 things will happen, the window will get bigger or smaller. If 
it gets bigger and you can't access the "resize" corner on the bottom 
right side of the window, click the green button again to make the 
window smaller.

Now grab  the resize corner and change the size to fit your screen 
properly,ie, make it smaller so you can see all the scroll bars and 
just a hair of air space all around the window on all sides.

Now click the green button again to see if it gets bigger. If it does, 
click again to verify that it will minimize to the correct size you 
created. If all that works properly, I suggest leaving it in the 
correct "smaller" size and creating a measure of insurance against it 
getting too big again.

Insurance measure: With the correct sized window open, grab the resize 
corner and make the window about 1/2 inch smaller all the way around. 
Now click the green buttons again to verify the windows retain the new 
correct and smaller sizes.

Now you should have no problems with the scrolling. BTW, when you need 
to scroll past the current end of screen, remember to pull the mouse to 
the very edge of the window and then hold it there until the scroll 
begins. If your CPU is busy when you initiate the request to scroll, it 
make take a few seconds for the scroll to begin. Be patient, it will 
happen.

Sometimes, I get impatient and wiggle the mouse up and back down a bit. 
It doesn't change how long the scroll takes to begin, but it makes me 
feel I am doing something or verifying that I did go to the bottom 
edge. By then, the scroll always starts.
