[P1] Free/cheap modem internet access on road?

what about people who have broadband at home?
My brother has this problem.
He has a Roadrunner cable modem at home but no way to connect o the 
internet when traveling.
Roadrunner has no option for accessing the internet while away.

any suggestions?
