Comcast Cable doesn't seem to offer a comparable service. But I found a 
similar plan to Roadrunner's (no ads, no special software, first 10 
hrs/m free, $1/hr after 10 hrs, $10 max per month for unlimited) at:

I have not tried them, but will give them a try in aqn upcoming trip.
