Powerbook 3400 Virtual Memory

AQa friend's Powerbook 3400 will not turn on virtual memory. The 
control panel indicates that it's on, but About this computer shows 
it off and no number for Virtual Memory.

He has only 32 megs RAM. System 8.6. Booting up from external drive 
with 8.5 gives same results.

Repair people suggest a hardware problem or a bad RAM module.

Any ideas from the collective wisdom? (Aside from the obvious answer 
- a new IceBook.)
