Have you tried reinstalling the wireless card? It sounds as if the 
thing isn't connected to the antenna. It appears to be a reception 
problem and NOT a router issue (especially if you can get it to 
transmit/receive when standing near the router, and especially if other 
machines are sending/receiving just fine, thank you). I'd open the 
iBook up and see if the Airport card is hooked up properly.
