Clean install of 10.3 over 10.3

Hi all,

Encountered some problems. After upgrading from 10.2 to 10.3 (a few 
weeks ago, not on my main mac, luckily), Panther got anormally *slow* 
and the finder often quits and restarts. A friend told me it might be 
caused by having not done a clean install of Panther.

May I cleanly reinstall Panther over Panther ?
Will I lose settings, users, preferences, mail, etc ?
