Assuming the file wasn't deleted when you reinstalled the System 
software (I don't think it would have been, if you just reinstalled 
over your previous install), I'd try deleting 
"com.apple.keychainaccess.plist" in your Home 
Directory-->Library-->Preferences, and see if that helps.
