Yes, call AppleCare ASAP. I haven't been using the Chinese input menu  
systems very extensively since upgrading to Tiger, but that shouldn't  
be the cause of your difficulties.
Do you have a Hardware Test among the system discs you got when you  
purchased the iBook?
