I suspect that the "blue stuff" is similar to LocTite, a compound  
that is used to keep screws and bolts from loosening in mechanical  
applications. There are different colors of LocTite, some facilitate  
removal and some are next to impossible to unscrew without using a  
torch to soften the compound.

That being said, I don't know exactly what this "stuff" is. If the  
screws are actually supposed to hold in plastic, it may be basically  
a glues.
