submitting cd track names

I'm unable to get the submit cd track names to be available. It's 
dimmed no matter what I do. I read the help and it said to select the 
source (does that mean the library?). I tried selecting all the tunes 
on one cd that I'd like to submit in both the library and then in the 
playlist but it's still dimmed. I'm missing a step. Can someone point 
me in the right direction?
