I think what you're looking for is still available. Look in iTunes- 
Preferences-General. Click on 'Import Settings'. Beside 'Setting:'  
click on 'Custom...'

You can change the Bit Rate, change between Stereo and Mono, and  
change the Sample Rate.

Is that what you were looking for?
