David Dantowitz wrote a program called Zipburst which I think can do 
this for you.  He's a pretty talented guy.  We are writing an in-house 
product for two of our webhosting customers to do the same, but it will 
be based only on zip code distances for the interim, until we can find 
a more thorough database.

I am not at my desk with Dave's info, but contact me off list if you 
can't google him up.
