The tools I use on Mac OS X to build VCD's or SVDC's are Toast Video CD export and/or MissingMPEGTools and VCDBuilder. The Toast Video CD export plugin can be used to export your iMovie footage to VCD format. The MissingMPEGTools is a set of tools that can take iMovie/Final Cut Pro footage and convert it to either VCD or SVCD format. VCDBuilder is a nifty program to build interactive menus for your VCD/SVCD's (e.g. when you want to store multiple clips and even pictures on your VCD/SVCD). It enables you to generate the VCD/SVCD image and will start Toast automatically for you to do the burning. It cannot do the encoding to the proper format. That's why you need the other tools mentioned above.
