remember, water is not conductive, it's the stuff in the water that 
makes it conductive and corrosive.
best thing to do when you spill any liquid in your computer is to 
shut it off right away and then get it dried off.   It sounds like 
the water that came into your computer was probably 'dirty' after 
seeping through the roof, wood, insulation, dry wall, etc...  so 
there is probably some corrosive stuff in there.
Take it all apart.
especially the video card.  this may sound weird, but you can rinse 
the card under clean tap water (which still has some minerals). 
Ideally you should rinse using distilled water (used for ironing, 
available in the grocery store). Get some compressed air and blow dry 
all the components.
apple does have a hardware test program, but how are you going to see 
the results??? ;-)

you may also have to reset the Parameter Ram, since that is where 
some of the video card settings are stored.
try another borrowed video card to isolate the problem..
