[CUBE] Barracuda IV reports 31.5 GB!

I don't have the option to format disk under FILE on Disk Utilitiy  (OS 
X 10.2.5). When I open disk utility, comes up as 31.5 Gb already , and 
the only partition size I can give it is 31.5.

And all Seagates utilities are PC-Based.
