We regularly back up multiple drives or directories, locally and over the network, with Retrospect (various flavors, from Express to Workgroup). It should certainly be possible to create a script (using Automate -> Scripts -> New... -> Backup, then select "Subvolume" in the Source dialog box, and select the Users subdirectories you want to backup (or all of /Users, if you prefer). I haven't used CD-RW or DVD-R, but I believe it claims to support those as well. On a related topic, if your budget allows, you might want to consider using a FireWire hard drive for backups.
