I get the shutdown menus OK, but selecting shutdown and restart do the same thing: The computer restarts. Only holding the power button down and ignoring the popup menu will turn it off. Tried repairing permissions (There were, like, a THOUSAND errors!), but it still does the same thing. It works perfectly fine otherwise, so I'm not going to sweat it. I think it is something related to the GVOX/Passport Encore music printing/sequencing software I use all the time on that computer. The program is kind of unstable, and it's unexpectedly quit and frozen up the computer on a few occasions. Interestingly, on my other computers Encore will trigger a kernel panic when it goes down badly, but it's never done that on the TiBook. It just freezes and the computer becomes totally unresponsive.
