So far the widgets I've used act in this manor. I think of it as 
similar to it being a new browser window set to a  default homepage.

In this case, choosing Weather from the bar produces a default window 
ready for user settings, a second iteration of Weather from the bar 
allows for a second city to be monitored once that instance has been 
set to the city of your choice ad infinitum till resources are 
depleted I presume.

Closing individual widgets looses the user setting for that iteration 
and new ones present default settings.
