I might be a bit late with this, and I'm not positive, but my understanding of this is that the 200 series board was not optimized for the PowerPC architecture. Apparently Apple simply modified the board to accept the PPC instead of designing a new board for the chip. Basically they took a shortcut to get a PPC Duo on the market as quickly as possible.
