Yes, Apple at the time evidently didn't have many engineers employed. There are several "PowerPC" machines from the same era that are really 68040 designs with a 603 integrated in place. Kinda like having a PowerPC Upgrade soddered in place. FYI, the models that I speak of are the 5200, 5300, 6200, 6300, and to some extent the 6100, although it is less of an offender than the other 4.
